Notice: Consultation on potential amendments to the Cannabis Tracking System Order
Health Canada is seeking feedback on potential amendments to the Cannabis Tracking System Order. These changes align with the Government of Canada’s objective to reduce regulatory red tape while continuing to monitor the high-level movement of cannabis through the supply chain.
Since the implementation of the Cannabis Tracking System Order, stakeholders have raised concerns regarding the complexity and administrative burden of reporting, particularly for small and medium-sized federal licence holders. To this end, Health Canada is conducting a review aimed at identifying ways to streamline the Cannabis Tracking System Order including evaluating potential changes that could reduce administrative effort and improve data accuracy while maintaining regulatory oversight.
A Notice of Intent was published in the Canada Gazette, Part I on August 30, 2025, which initiated a 60-day public consultation that ends October 29, 2025.
Health Canada welcomes the views of Indigenous peoples with respect to potential amendments to the Cannabis Tracking System Order. The Department will continue to engage and work closely with Indigenous governments, organizations and communities across the country to ensure the specific interests of Indigenous peoples are carefully considered throughout the regulatory process.
Please submit your input related to the Notice of Intent to cannabis.consultation@hc-sc.gc.ca, with the following title in the subject line: “Notice of Intent — Consultation on Potential Amendments to the Cannabis Tracking System Order by 11:59 pm EDT on October 29, 2025, when this public engagement period ends.
Any future regulatory proposals based on the input received from this Notice of Intent will be pre-published in the Canada Gazette, Part I for further feedback before any regulatory amendments are made final.
