Notice: Consultation on Proposed Regulations Amending Certain Regulations Concerning Cannabis (Streamlining of Requirements), Order Amending the Cannabis Tracking System Order (Cultivation Waste) and Order Amending Schedule 2 to the Cannabis Act.

Health Canada is proposing amendments to the Cannabis Regulations, the Cannabis Tracking System Order, the Industrial Hemp Regulations, the Cannabis Exemption (Food and Drugs Act) Regulations, the Natural Health Products Regulations and Schedule 2 to the Cannabis Act (the Act) targeting five priority areas: licensing; personnel and physical security measures, production requirements, packaging and labelling requirements and record-keeping and reporting requirements for regulated parties. The proposed amendments would reduce regulatory and administrative burden for Indigenous partners, stakeholders and regulated parties, and support diversity and competition in the legal cannabis market while maintaining the public health and public safety objectives of the Act.

The proposed regulatory amendments implement several of the recommendations from the Expert Panel's final report on the legislative review of the Act.

Health Canada welcomes the views of Indigenous peoples with respect to these proposed amendments. The Department will continue to engage and work closely with Indigenous governments, organizations and communities across the country to ensure the specific interests of Indigenous peoples are carefully considered throughout the regulatory process.

Proposed regulatory amendments were published in the Canada Gazette, Part I on June 8, 2024, initiating a 30-day public consultation period that will close on July 8, 2024.

As part of the Government’s commitment to transparency in the regulatory consultation process, regulated parties and all Canadians may submit and view comments on the proposed amendments Regulations Amending Certain Regulations Concerning Cannabis (Streamlining of Requirements), Order Amending the Cannabis Tracking System Order (Cultivation Waste) and Order Amending Schedule 2 to the Cannabis Act, via the Online Regulatory Consultation System (ORCS) on the Canada Gazette, Part I webpage.
