Notice: Consultation on the strict regulation of edible cannabis, cannabis extracts and cannabis topicals

The Cannabis Act is designed to better protect the health and safety of Canadians, to keep cannabis out of the hands of youth, and to keep profits out of the hands of criminals and organized crime. Consistent with the comprehensive public health approach that has been taken to the regulation of all cannabis products, Health Canada is currently developing regulations to address the public health and public safety risks associated with edible cannabis, cannabis extracts (including extracts with high concentrations of THC), and cannabis topicals. These cannabis products will be permitted for legal sale in Canada no later than October 17, 2019.

Draft Regulations Amending the Cannabis Regulations (New Classes of Cannabis) were published in the Canada Gazette, Part I, Volume 152, Number 50, on December 22, 2018. Health Canada is seeking feedback on the draft regulations by February 20, 2019. All input received through the public consultation will inform development of the final Regulations.

Engagement with Indigenous peoples has been ongoing throughout the development of the Cannabis Act and its regulations. Health Canada welcomes the views of Indigenous peoples with respect to the new classes of cannabis and the draft regulations, and will continue to engage and work closely with Indigenous governments, organizations and communities across the country to help ensure the specific interests of Indigenous peoples are carefully considered.
